Around 1977–1978, at about age 18 while a student at Caltech, designed and implemented Empire, an early full-featured computer strategy wargame on the PDP-10 that spread widely (later DECUS distribution) and became a foundational 4X/empire-building computer game lineage.

Born 10 March 1959, son of USAF pilot Charles D. Bright, Walter taught himself programming from type-in BASIC games, entered Caltech, and built Empire in FORTRAN after learning the language for the project. He graduated Caltech in 1979 (mechanical engineering) and later created Zortech C++ and the D programming language.
