Born on Saint Croix, U.S. Virgin Islands, Duncan initially aspired to be an Olympic swimmer. He played at St. Dunstan's Episcopal High School and then Wake Forest University (1993-97), where he became a consensus All-American and National College Player of the Year. Born to Ione (a midwife) and William Duncan (a mason) on Saint Croix, U.S. Virgin Islands. Both parents were immigrants from Anguilla. His mother died of breast cancer in 1990 when Duncan was 14. His sister Tricia swam for the U.S. Virgin Islands at the 1988 Olympics.
