Born into a farming family in Curraghduff, County Waterford, Ireland, Kelly left school at 13 to work on the farm after his father was hospitalized. He became a bricklayer at 16. He started cycling with the Carrick Wheelers club in 1970, won his first race at 14, and dominated Irish junior and senior amateur racing as a teenager. After being barred from the 1976 Olympics for riding in South Africa, he moved to France as an amateur and was recruited by Belgian team Flandria in 1977.
