Hong was born in Hamgyong Province, North Korea, and raised in the industrial city of Hamhung. She began gymnastics at age 7 at a juvenile sports school, spotted for her agility along with her twin sister Hong Su-jong. She distinguished herself in domestic competitions as a teenager and won a bronze medal on vault at the 2006 Asian Games at age 17.
